SMS Messaging Policy

1. Program Description

EAS Station is a self-hosted Emergency Alert System (EAS) research and monitoring platform operated by a licensed amateur radio operator. When SMS notifications are enabled by the system administrator, EAS Station sends text message alerts to pre-configured recipients whenever an EAS alert is received and broadcast by the system. Messages contain the emergency event code, alert headline, affected area identifiers, and timestamp.

SMS messaging is powered by Twilio using a toll-free or long-code phone number provisioned by the system operator.

Use case: Emergency public-safety alert notifications only. No marketing, promotional, or non-emergency messages are sent through this program.

2. Opt-In / Consent Disclosure

Because EAS Station is self-hosted software operated by a system administrator (not a public-facing subscription service), opt-in is managed at the operator level:

  • The system administrator adds recipient phone numbers directly to the EAS Station admin panel under Settings › Notifications.
  • Only individuals who have provided explicit prior written consent to the system operator may be added as SMS recipients.
  • Adding a phone number constitutes the operator's attestation that the individual has consented to receive EAS alert SMS messages from this program.
  • Consent must be obtained and documented before any messages are sent.

By providing your phone number you agree to receive EAS emergency alert SMS notifications from EAS Station. These alerts are issued by the National Weather Service and authorized government agencies. 3. Message Frequency

Message frequency depends entirely on the volume of EAS alerts received by the system. EAS alerts are issued by the National Weather Service and other authorized government agencies. During severe weather events or other emergencies, multiple messages may be sent within a short period. During quiet periods, no messages may be sent at all.

Message frequency varies. You may receive multiple messages per day during active alert periods.

4. Message & Data Rates

Message and data rates may apply.

Standard SMS and data rates charged by your mobile carrier may apply to messages received from this system. EAS Station and its operators do not charge any fee for SMS notifications.

All messages include an opt-out reminder (Reply STOP to stop msgs) as required by CTIA messaging guidelines.

6. How to Opt Out (STOP)

To stop receiving SMS messages from this system at any time, reply STOP to any message. You will receive a one-time confirmation and will no longer receive SMS notifications from this number.

You may also contact the system operator directly to have your number removed from the recipient list.

These keywords are processed automatically at the carrier level by Twilio. No additional action is needed from the recipient.

7. Help

Reply HELP to any message for assistance. Twilio will return basic service information. You may also contact the system operator directly through the contact information they have provided.

8. Supported Carriers

SMS messages are delivered via Twilio and are compatible with all major U.S. wireless carriers, including but not limited to:

  • AT&T
  • T-Mobile
  • Verizon Wireless
  • US Cellular
  • Boost Mobile
  • Cricket Wireless
  • And other regional and national carriers

Carriers are not liable for delayed or undelivered messages.

9. Privacy

Phone numbers added to the EAS Station SMS recipient list are stored in the local EAS Station database on the operator's infrastructure. Numbers are shared with Twilio, Inc. solely for the purpose of delivering SMS messages. Twilio's privacy policy applies to their processing of this data.
